Henry "Buck" Buckwalter, M.S.
Principal Consultant

Over 30 years of experience in the registration, risk assessment, field evaluation of pesticides and fertilizers for primary and sub-registrant. Directs CSI's state registration program. Buck is a regulatory scientist, with a laboratory/field research and development background, as well as environmental and health product stewardship.

Ashlea Rives Frank, M.S.
Ecological Research Scientist
With a background in ecological and entomological research, Ashlea serves in a coordinating role at CSI managing risk assessment data, monitoring field and laboratory research, and overseeing endangered species analyses.

James A. Gagne, Ph.D.
Principal Consultant
Dr. Gagne has spent nearly 30 years as an expert in regulatory ecotoxicology and ecological risk assessment. He has extensive experience in the overall process of product development and its interrelationship with risk assessment for non-target organisms, with particular emphasis on avian species.

Jeffrey Giddings, Ph.D.
Principal Consultant
Jeff has 30 years experience in risk assessment, ecotoxicology, and endangered species assessments. He is a recognized risk assessor who has provided senior support to agrochemical, pharmaceutical, and specialty chemical producers for the development, analysis an
d interpretation of environmental data.

David Howes, Ph.D.
Geospatial Information Scientist

David has a combination of skills in spatial analysis and environmental modeling. He is a Geographic Information
Systems (GIS) specialist, with
database design and development capabilities. At CSI, David works on various applications of GIS, satellite and aerial remote sensing, and modeling for ecological risk assessment and management.

Steve Jacobson
Principal Consultant

Over 30 years of
agrochemical research and risk management, as well
as FIFRA GLP analytical experience. Directs field
study management, product chemistry, and residue chemistry programs.

Richard Kemman, M.S.
Environmental Scientist
Rick serves as study director or manager for field trials, environmental toxicology evaluations, ecological data review/assessments, and environmental fate and transport studies.

Bernalyn McGaughey
President/CEO

Over 30 years of mammalian and wildlife toxicological research, agrochemical and specialty chemical research, and project and risk management experience; scientific expert witness and industry task force manager.

Tom Priester, Ph.D.
Senior Environmental Scientist

Over 20 years experience in ecotoxicology, risk assessment, product chemistry, and environmental fate/metabolism of crop protection products; project manager for environmental toxicology studies.

Luann Shoemaker
Principal Consultant
Luann is lead consultant at CSI's Washington DC office. She has 15+ years of professional experience in product registration, environmental toxicology, and risk assessment. Luann manages EPA registration/re-registration projects and provides guidance on product-specific issues.

Carl Thompson
Manager, Project Development/Environmental Toxicologist

Over 30 years of aquatic toxicology research experience; management of GLP chemical testing programs; knowledge of international ecotoxicology testing requirements. Directs CSI's new business initiatives.

Larry Turner, Ph.D
Consulting Toxicologist
Larry specializes in endangered species assessments. With 30 years USEPA experience, he was formerly Senior Scientist in EPA's Office of Pesticide Programs where he led scientific aspects for endangered species risk assessment in EPA's Endangered Species Protection Program.
